GENERAL PROCUREMENT NOTICE (GPN)

The Government of Gambia has received a grant of US$ 12 million (US$ 7 million from the International Development Association (IDA), (US$ 5 Million from Spanish Thrust Fund) to finance the West Africa Agricultural Productivity Program (WAAPP – 1C) over a period covering five (5) years.

The West Africa Agricultural Productivity Program (WAAPP – 1C)  is a program for the ECOWAS sub region which provides a sub-regional framework on the basis participating countries to collaborate in implementation of national and regional agricultural strategies in the area of technology generation and dissemination in country specific priority commodity sub sector. The Project Development Objective of WAAPP – 1C is to generate and accelerate the adoption of improved technologies in the participating countries top agricultural commodity priorities, as outlined in the ECOWAP.

The WAAPP Gambia will focus on Maize and Rice value chains which are considered as priority commodities in terms of ensuring national security, improving farmers livelihood and economic growth agricultural development of The Gambia.

The WAAPP Gambia will support the following four components:

1.      Enabling Conditions for Sub-Regional Cooperation in the Generation, Dissemination and Adoption of Agricultural Technologies.
2.      National Centers of Specialization (NCOS)/ Strengthening of Research System
3.      Support to Demand Driven Technology Generation, Dissemination and Adoption
4.      Project Coordination, Management and Monitoring and Evaluation

The Project will procure various Goods, Works and Services including those summarized below

  • Works: Rehabilitation and construction of NARI Research Core Facilities
  • Goods: Re- equipping of NARI labs Sapu and Brikama stations, Provision of heavy duty generator for Sapu, Purchase of office equipment, and other items for NARI, Purchase of office furniture for NARI Research Labs, Furnishing of staff quarters, Provision and installation of center pivot, Procurement of 200 tons of certified GN Seeds, Procurement of fertilizer, Procurement of 350 metric tons of certified seeds ( R/M), Purchase of equipment, furniture, bills and utilities for PCU, Procurement of Fuel, Broad band internet for research stations and PCU, Procurement of 3 Electrical Pumps for the three Seed multiplication centers, Procurement of Additional 3 vehicles/5 motor cycle for implementing agencies, Furnishing of Seed centers chamen, Jiroba and Sapu
  • Consultancy Services: Externalaudit; Upgrade Research master plan to be responsive to AR4D, Recruitment of Assistant Accountant, Recruitment of Internal Auditor

,Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's   Guidelines: "Procurement of Goods, Works, and non-Consulting Services Under IBRD Loans and IDA Credits & Grants by World Bank Borrowers" dated January 2011, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's   Guidelines: "Selection and Employment of Consultants Under IBRD Loans and IDA Credits & Grants by World Bank Borrowers" dated January 2011

Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in   UN Development Business online (UNDB online),on the Bank's external website (www.worldbank.org ) and in Local newspapers.
